Control of Chinese Immigratio

In the latter part of August,

forseeing that there might be an influx

of Chinese into the Colony when sea

communications with north and central

China were restored or when Canton fell,

the Governor put forward proposals for

controlling Chinese immigration. (UP

to this time it had been the custom

to exempt Chinese arriving from China from

the provision of the law relating to

immigrants). The Governor's proposals,

insofar as they required Chinese arriving

from the Communist areas to possess

passports and visas, were thought to

prejudice the question of recognition of

the Communist authorities by H. M. G.

The Governor was therefore asked to

consider this aspect of the matter and

told at the same time that he was not

precluded from introducing control over

arrivals from the Nationalist areas,
